The main internal regulation governing support for students with disabilities is the Rector's Directive No. 28/2023– Support for Applicants and Students with Special Needs at Charles University.

The provision of services and their funding is governed by the Rules for Providing Contributions and Subsidies to Public Higher Education Institutions of the Ministry of Education, Youth and Sports (MŠMT). This document specifies, among other things, the standards of measures provided to students in different categories of disability.

The Rules for Providing Contributions and Subsidies to Public Higher Education Institutions (MŠMT) for 2024 are available here.

Information about students’ special needs and the category of disadvantage is recorded in the “Student Information System”. These records are linked to the special study programme for which the student’s diagnostic interview assessment was prepared. For other programmes, this information is not transferred without the student’s consent.

Access to this information at the faculty is limited to:

  • the designated staff member of the study department responsible for maintaining the records,

  • the faculty’s contact person,

  • and staff of the Carolina Centre, who report anonymized data to the Ministry (MŠMT).

At the Faculty of Science and the Faculty of Law, information in the “Student Information System” is also automatically visible to all teachers. At other faculties, no other Charles University employees, including teachers, have access to this information.

Details about students’ exact medical diagnoses are available only to the diagnostic specialists.

Teachers are informed about a student’s special educational needs either by the student themselves or with the help of the faculty’s contact person – but always with the student’s consent.

Students may also choose to share this information with other service providers at CU – such as counseling staff or the digitization centre etc.

If a student with special needs receives assistance from fellow students, the Carolina Centre records this information for the purpose of scholarship payments.

Students may request to be removed from the register of students with special needs either orally or in writing, via the faculty’s contact person or the Carolina Centre staff. This does not mean deletion of past records but the termination of active registration in the “Student Information System”.

Data about students with special needs is retained for 10 years after graduation due to possible inspections by the Ministry (MŠMT) regarding the use of financial resources.
